No I don’t think Utah is clean, but yes I believe that Russia would happily poison the opposition with PEDS if it was feasible - which it probably* is - and watch the West be hoist by their own petard, in WADA.
*I don’t know enough about doping to say whether a dropper in the athletes canteen would do it, or a complex operation would be needed
