I think it’s unquestionably a breach of the law, since the system for allocating prizes does distinguish between the routes of entry.
I’m surprised they care though, it’s not as if it really matters who wins in all but the most unusual cases I’d say.

Ineos tested a day early compared to the rest of the peloton, the next set of testing is rest day 2 when the peloton will be within 7 days but Ineos will be at 8 days. Marginal gains at its finest
