Looking at how to do this too but got a very narrow gap.
I’m thinking of getting some of these, although not sure what degree rise to go for?
I used to use the Barfly TT mount. I basically only had a few inches of bar tape anyway, and then the mount would be near my wrists so the Garmin itself sort of sat just behind the thumbs. When previously using the same mount with older clip-ons, where I had more bar tape, I just installed the mount, then re-wrapped the tape around and over the mount clamp.
I’m now using the projects76 mount, and that just velcros on
Mine was helped by being dirt cheap from eBay 

I don’t use the angled washers and I countersunk my bolt holes on my DIY rests to keep the bolts further down
I might reduce the amount of bar tape - just don’t need that much and do what you suggest and wrap around the mount. That way I can use what I’ve got and try to zip tie in a bottle cage. Sticking to the budget element of this thread.
Plastic overflow pipe fashioned for the garmin mount. Also makes a good job of making things more rigid.

What I need is a 24 → 22mm shim…I could make a vertical cut on the copper pipe to do the job?

That was the question in my head tbh
What was Specialized conclusion? Michael Hutchinson has said on a podcast I’ve listened to that slightly hairy legs are actually a benefit as they trip the air versus perfectly shaved legs. Obviously it’s different if the legs are like a forest!
I’d always thought the main reasons pros shaved their legs was it was easier to deal with the inevitable road rash you’d get at some point
