I don’t think they see JVA as a GC threat.
Do you let him go up the road so that Ving has a helper waiting for him if he attacks or do you keep him in the peloton so that Ving has someone to tow the group along and close down any attacks?

He’s not but letting one of Ving’s super domestiques up the road seems like an error to me.
