There is talk of a 2 or 3 week Welsh lockdown, or “firebreak” as Drakeford is calling it. We should know more on Monday.
As eJC said Powys is open & at the moment you can travel through the regions with local lockdowns in place. As of this evening you can’t visit Wales if coming from a dirty English hotspot.
Whether the locals welcome you with open arms may be down to your personal charm & charisma.

Went to the Brecons with my youngest son and walked about a bit. Stayed in YHA at Libanus. Was expecting to get stopped or turned back at any point, but it all felt pretty normal, except all communal areas closed in YHA. Rained as usual…

That was my son’s choice for some reason, I wore the usual mamil lycra plus waterproofs

The only issue kit I wear now are the cold weather thermal tops; great for winter running or a pajama top
i still wear tropics…occasionally…normally under my CEFO when i go shopping…
